  為貫徹落(luo)實(shi)《國(guo)(guo)務院關于加(jia)快(kuai)(kuai)推(tui)進(jin)政務服(fu)務標(biao)準(zhun)化(hua)(hua)規范(fan)化(hua)(hua)便(bian)利化(hua)(hua)的指導意(yi)見(jian)》(國(guo)(guo)發(fa)〔2022〕5號)和《國(guo)(guo)務院辦(ban)公廳(ting)關于進(jin)一步優化(hua)(hua)營商環境降低市(shi)場主體制度性交易成本的意(yi)見(jian)》(國(guo)(guo)辦(ban)發(fa)〔2022〕30號)部署要求,加(jia)快(kuai)(kuai)推(tui)進(jin)房屋(wu)建筑和城(cheng)市(shi)基礎設施等工程建設項(xiang)目審批(pi)標(biao)準(zhun)化(hua)(hua)、規范(fan)化(hua)(hua)、便(bian)利化(hua)(hua),進(jin)一步提(ti)升審批(pi)服(fu)務效能,更(geng)好滿(man)足企業和群眾辦(ban)事需求,加(jia)快(kuai)(kuai)項(xiang)目落(luo)地,現就有關事項(xiang)通知如(ru)下:

  一、大(da)力推(tui)進審批(pi)標(biao)準化規(gui)范化

  (一(yi))加(jia)強審(shen)(shen)批(pi)(pi)事(shi)(shi)(shi)項(xiang)(xiang)管理(li)。按照(zhao)國務院(yuan)關于行政(zheng)(zheng)(zheng)許可(ke)事(shi)(shi)(shi)項(xiang)(xiang)、政(zheng)(zheng)(zheng)務服務事(shi)(shi)(shi)項(xiang)(xiang)清(qing)單管理(li)要(yao)求,結(jie)合本(ben)地(di)實(shi)際,進一(yi)步(bu)優化(hua)完善工程(cheng)建(jian)設項(xiang)(xiang)目審(shen)(shen)批(pi)(pi)事(shi)(shi)(shi)項(xiang)(xiang)清(qing)單,并與投資審(shen)(shen)批(pi)(pi)事(shi)(shi)(shi)項(xiang)(xiang)清(qing)單做好銜接,將工程(cheng)建(jian)設項(xiang)(xiang)目全流程(cheng)涉(she)及的行政(zheng)(zheng)(zheng)許可(ke)、行政(zheng)(zheng)(zheng)確(que)認(ren)、行政(zheng)(zheng)(zheng)備(bei)案、第三方機構審(shen)(shen)查、市政(zheng)(zheng)(zheng)公用(yong)報裝接入(ru)等事(shi)(shi)(shi)項(xiang)(xiang)全部(bu)納入(ru)清(qing)單,確(que)保事(shi)(shi)(shi)項(xiang)(xiang)清(qing)單外無(wu)(wu)審(shen)(shen)批(pi)(pi)。推動事(shi)(shi)(shi)項(xiang)(xiang)實(shi)施(shi)規范統一(yi),根(gen)據國務院(yuan)有關部(bu)門制(zhi)定的行政(zheng)(zheng)(zheng)許可(ke)事(shi)(shi)(shi)項(xiang)(xiang)實(shi)施(shi)規范,逐項(xiang)(xiang)修改(gai)完善本(ben)地(di)區工程(cheng)建(jian)設項(xiang)(xiang)目審(shen)(shen)批(pi)(pi)事(shi)(shi)(shi)項(xiang)(xiang)辦事(shi)(shi)(shi)指南、申請(qing)表單等,明(ming)確(que)申請(qing)條件(jian)、申請(qing)材料(liao)、辦理(li)流程(cheng)、辦理(li)時限,細化(hua)量化(hua)受理(li)審(shen)(shen)查標準,并向(xiang)社會(hui)公開,加(jia)快實(shi)現(xian)同一(yi)事(shi)(shi)(shi)項(xiang)(xiang)無(wu)(wu)差別(bie)受理(li)、同標準辦理(li)。

  (二)提(ti)升審(shen)(shen)(shen)(shen)(shen)批(pi)(pi)服(fu)(fu)務水平。加強工程(cheng)建(jian)(jian)設項目審(shen)(shen)(shen)(shen)(shen)批(pi)(pi)窗(chuang)口人員業務培訓,增(zeng)強窗(chuang)口服(fu)(fu)務意識(shi),嚴(yan)格(ge)執行(xing)首問(wen)負責、一次性(xing)告(gao)知、限(xian)時(shi)辦(ban)(ban)結等(deng)制(zhi)度,鼓勵(li)提(ti)供(gong)幫辦(ban)(ban)、代辦(ban)(ban)、預約辦(ban)(ban)等(deng)個性(xing)化服(fu)(fu)務。嚴(yan)格(ge)按照公布的辦(ban)(ban)理流程(cheng)和(he)實(shi)施規(gui)范開展(zhan)審(shen)(shen)(shen)(shen)(shen)批(pi)(pi),不得額(e)外增(zeng)加或(huo)變相增(zeng)加辦(ban)(ban)理環節、申(shen)請材料(liao)等(deng)。對(dui)審(shen)(shen)(shen)(shen)(shen)批(pi)(pi)涉(she)及的技術(shu)審(shen)(shen)(shen)(shen)(shen)查(cha)、現場勘驗、聽(ting)證(zheng)論證(zheng)等(deng)實(shi)行(xing)清單化管理,建(jian)(jian)立限(xian)時(shi)辦(ban)(ban)結機(ji)制(zhi)并向社會(hui)公開。持續整治“體外循(xun)環”和(he)“隱性(xing)審(shen)(shen)(shen)(shen)(shen)批(pi)(pi)”問(wen)題,嚴(yan)禁申(shen)報前增(zeng)加預審(shen)(shen)(shen)(shen)(shen)、指(zhi)定機(ji)構事先(xian)審(shen)(shen)(shen)(shen)(shen)查(cha)、線下預審(shen)(shen)(shen)(shen)(shen)線上補錄等(deng)行(xing)為。各(ge)地應建(jian)(jian)立健(jian)全工程(cheng)建(jian)(jian)設項目審(shen)(shen)(shen)(shen)(shen)批(pi)(pi)監(jian)督(du)管理機(ji)制(zhi),落實(shi)責任分(fen)工,明(ming)確違(wei)規(gui)情形和(he)問(wen)題處置機(ji)制(zhi),通(tong)過監(jian)督(du)抽查(cha)、電子(zi)監(jian)察等(deng)多(duo)種方式(shi)對(dui)審(shen)(shen)(shen)(shen)(shen)批(pi)(pi)行(xing)為進行(xing)常態化監(jian)管,及時(shi)分(fen)析研判審(shen)(shen)(shen)(shen)(shen)批(pi)(pi)各(ge)環節存在的問(wen)題,并推動解決。

  (三)規范審(shen)(shen)(shen)(shen)(shen)批(pi)服務(wu)(wu)辦(ban)理用(yong)(yong)(yong)時(shi)。梳(shu)理并公開本(ben)地(di)區工程(cheng)(cheng)建設項(xiang)(xiang)目從立項(xiang)(xiang)到竣工驗(yan)收(shou)和市政公用(yong)(yong)(yong)報裝接入全(quan)流(liu)程(cheng)(cheng)審(shen)(shen)(shen)(shen)(shen)批(pi)服務(wu)(wu)事項(xiang)(xiang)辦(ban)理用(yong)(yong)(yong)時(shi),明(ming)確起止時(shi)點、計(ji)時(shi)規則(ze)等,包(bao)括行(xing)政許可用(yong)(yong)(yong)時(shi),審(shen)(shen)(shen)(shen)(shen)批(pi)部門組織、委托(tuo)或(huo)購(gou)買服務(wu)(wu)的(de)技術審(shen)(shen)(shen)(shen)(shen)查、專家評審(shen)(shen)(shen)(shen)(shen)、會議審(shen)(shen)(shen)(shen)(shen)查、現場(chang)勘驗(yan)等用(yong)(yong)(yong)時(shi)。不(bu)得通過“體外循環”審(shen)(shen)(shen)(shen)(shen)批(pi)、違規暫停審(shen)(shen)(shen)(shen)(shen)批(pi)計(ji)時(shi)或(huo)變通審(shen)(shen)(shen)(shen)(shen)批(pi)時(shi)限計(ji)算規則(ze)等方式“表面”壓減審(shen)(shen)(shen)(shen)(shen)批(pi)時(shi)間(jian)。

  二、持續提(ti)升審(shen)批(pi)便利度(du)

  (四)深化區(qu)域評(ping)估(gu)。區(qu)域評(ping)估(gu)成果(guo)經相(xiang)關主管(guan)部門確認后(hou)及時公開,供建設(she)單(dan)(dan)位(wei)免費使用(yong)(yong)。明確根據區(qu)域評(ping)估(gu)簡化單(dan)(dan)個項目相(xiang)應(ying)審批手續(xu)的具體情形和規則。鼓勵推行(xing)社會(hui)投資項目“用(yong)(yong)地(di)(di)(di)清(qing)單(dan)(dan)制”改(gai)革,在土(tu)地(di)(di)(di)供應(ying)前,可由相(xiang)關部門開展地(di)(di)(di)質災(zai)害(hai)、地(di)(di)(di)震安全、壓(ya)覆礦產(chan)、氣候可行(xing)性、水資源(yuan)論證、防洪、考古(gu)調查勘探發掘等評(ping)估(gu),并對文(wen)物、歷(li)史建筑保護對象(xiang)、古(gu)樹(shu)名木、人防工程(cheng)、地(di)(di)(di)下管(guan)線等進行(xing)現(xian)狀普查,形成評(ping)估(gu)結果(guo)和普查意(yi)見清(qing)單(dan)(dan),在土(tu)地(di)(di)(di)供應(ying)時一(yi)并交付(fu)用(yong)(yong)地(di)(di)(di)單(dan)(dan)位(wei),避(bi)免用(yong)(yong)地(di)(di)(di)單(dan)(dan)位(wei)拿地(di)(di)(di)后(hou)重(zhong)復論證。

  (五)分類(lei)(lei)優(you)化(hua)精簡審批(pi)環節。進一(yi)步優(you)化(hua)建設(she)工程(cheng)規(gui)劃(hua)許(xu)可(ke)(設(she)計方案(an)審查(cha))等(deng)事項(xiang)(xiang)審批(pi)流程(cheng),統一(yi)規(gui)范會議審議情形及時限,減少非必要(yao)的(de)政(zheng)府會議審核(he)程(cheng)序(xu)。結合實際優(you)化(hua)既有建筑改造(zao)、老舊小區改造(zao)、市政(zheng)管網更新改造(zao)等(deng)城(cheng)市更新項(xiang)(xiang)目(mu)審批(pi)流程(cheng),對(dui)無需辦理施工圖審查(cha)、建設(she)工程(cheng)規(gui)劃(hua)許(xu)可(ke)的(de),應細化(hua)項(xiang)(xiang)目(mu)類(lei)(lei)型和(he)具(ju)體條件。

  (六)推(tui)進(jin)(jin)集成聯(lian)(lian)合(he)(he)(he)(he)辦(ban)理(li)。進(jin)(jin)一步優化階段(duan)并聯(lian)(lian)審(shen)(shen)(shen)批協同(tong)(tong)機(ji)制(zhi),推(tui)動(dong)更多(duo)關聯(lian)(lian)性(xing)強、辦(ban)事需求量(liang)大(da)的審(shen)(shen)(shen)批事項(xiang)集成化辦(ban)理(li)。進(jin)(jin)一步優化施(shi)工(gong)(gong)圖(tu)聯(lian)(lian)合(he)(he)(he)(he)審(shen)(shen)(shen)查(cha)(cha)機(ji)制(zhi),審(shen)(shen)(shen)查(cha)(cha)機(ji)構出具消防(fang)(fang)(fang)、人防(fang)(fang)(fang)、技防(fang)(fang)(fang)等技術(shu)審(shen)(shen)(shen)查(cha)(cha)報告(gao)后,相關審(shen)(shen)(shen)批部門不再進(jin)(jin)行(xing)技術(shu)審(shen)(shen)(shen)查(cha)(cha)。鼓(gu)勵施(shi)工(gong)(gong)許可(ke)、質(zhi)量(liang)監督、人防(fang)(fang)(fang)質(zhi)量(liang)監督、消防(fang)(fang)(fang)設計審(shen)(shen)(shen)查(cha)(cha)等聯(lian)(lian)合(he)(he)(he)(he)辦(ban)理(li)。進(jin)(jin)一步優化聯(lian)(lian)合(he)(he)(he)(he)驗(yan)收(shou)(shou)(shou)方式,未經驗(yan)收(shou)(shou)(shou)不得投入使用的事項(xiang)(如規(gui)劃核實、人防(fang)(fang)(fang)備(bei)案(an)、消防(fang)(fang)(fang)驗(yan)收(shou)(shou)(shou)、消防(fang)(fang)(fang)備(bei)案(an)、竣(jun)工(gong)(gong)備(bei)案(an)、檔案(an)驗(yan)收(shou)(shou)(shou)等)原(yuan)則上應當納入聯(lian)(lian)合(he)(he)(he)(he)驗(yan)收(shou)(shou)(shou),工(gong)(gong)程質(zhi)量(liang)竣(jun)工(gong)(gong)驗(yan)收(shou)(shou)(shou)監督可(ke)納入聯(lian)(lian)合(he)(he)(he)(he)驗(yan)收(shou)(shou)(shou)階段(duan)同(tong)(tong)步開展,牽頭部門統一受(shou)理(li)驗(yan)收(shou)(shou)(shou)申請,協調(diao)專項(xiang)驗(yan)收(shou)(shou)(shou)部門限時開展聯(lian)(lian)合(he)(he)(he)(he)驗(yan)收(shou)(shou)(shou),統一出具驗(yan)收(shou)(shou)(shou)意見(jian)。在符合(he)(he)(he)(he)項(xiang)目整體質(zhi)量(liang)安(an)全要求、達(da)到安(an)全使用條(tiao)件的前提下,對滿足(zu)使用功能的單位工(gong)(gong)程,可(ke)單獨(du)開展聯(lian)(lian)合(he)(he)(he)(he)驗(yan)收(shou)(shou)(shou)。

  (七)優化市政(zheng)公(gong)用(yong)服務(wu)(wu)(wu)。大(da)力推進水(shui)電氣熱信聯(lian)合報裝接入,實(shi)行“一站(zhan)式”集(ji)中服務(wu)(wu)(wu)、主(zhu)動服務(wu)(wu)(wu),進一步(bu)優化報裝接入服務(wu)(wu)(wu)流程,精簡申(shen)報材料,公(gong)開(kai)服務(wu)(wu)(wu)標準(zhun)和服務(wu)(wu)(wu)費用(yong),加強服務(wu)(wu)(wu)監督(du),提(ti)高服務(wu)(wu)(wu)效率。建立市政(zheng)配套統(tong)籌協調機制(zhi),推動市政(zheng)公(gong)用(yong)單位(wei)在項目(mu)策劃(hua)(hua)生成階段提(ti)前(qian)主(zhu)動開(kai)展技術指(zhi)導,落實(shi)接線位(wei)置。對于市政(zheng)公(gong)用(yong)接入工程涉及(ji)的建設工程規劃(hua)(hua)許可(ke)、城市綠地(di)樹木審批、道路挖掘占(zhan)用(yong)許可(ke)等(deng)實(shi)行全(quan)程并聯(lian)辦理。

  三、進一步優化網上審批服務(wu)能力(li)

  (八(ba))提升網(wang)上辦(ban)事深(shen)度。深(shen)化(hua)工(gong)(gong)(gong)程(cheng)建設項(xiang)目(mu)審(shen)批(pi)管(guan)理系(xi)統(以下(xia)簡稱(cheng)工(gong)(gong)(gong)程(cheng)審(shen)批(pi)系(xi)統)應(ying)用(yong),持續(xu)推動(dong)工(gong)(gong)(gong)程(cheng)建設項(xiang)目(mu)全(quan)流程(cheng)在線(xian)(xian)審(shen)批(pi)。2023年底前實現工(gong)(gong)(gong)程(cheng)審(shen)批(pi)系(xi)統覆蓋全(quan)部縣(區),消防設計審(shen)查驗收全(quan)部納(na)入工(gong)(gong)(gong)程(cheng)審(shen)批(pi)系(xi)統。進一步完善工(gong)(gong)(gong)程(cheng)審(shen)批(pi)系(xi)統功能(neng)(neng),更好支撐審(shen)批(pi)部門業務(wu)需求和(he)工(gong)(gong)(gong)作(zuo)特點,推廣(guang)線(xian)(xian)上智能(neng)(neng)引導、智能(neng)(neng)客服等(deng)(deng)輔助申報方式,提高企業咨詢、查詢、填報、反饋等(deng)(deng)辦(ban)事便利度。在工(gong)(gong)(gong)程(cheng)審(shen)批(pi)系(xi)統開通市(shi)政公用(yong)聯合報裝、外線(xian)(xian)接入工(gong)(gong)(gong)程(cheng)審(shen)批(pi)等(deng)(deng)集(ji)成化(hua)服務(wu),拓展移動(dong)端應(ying)用(yong),加快(kuai)由網(wang)上可辦(ban)向(xiang)全(quan)程(cheng)網(wang)辦(ban)、好辦(ban)易辦(ban)轉變。

  (九)加強數據共享應用(yong)。進(jin)一步完善(shan)工程(cheng)審批系統與(yu)投資、規劃用(yong)地、生態環(huan)境(jing)、市政公用(yong)等系統的信(xin)息共享、協同應用(yong)機制,堅(jian)決杜絕重復(fu)登錄、重復(fu)錄入問題(ti)。大力(li)推進(jin)工程(cheng)建設項目全(quan)流(liu)程(cheng)數字化報建,加快推進(jin)電(dian)(dian)子(zi)簽(qian)名(ming)、電(dian)(dian)子(zi)印章、電(dian)(dian)子(zi)證照、電(dian)(dian)子(zi)材料(liao)、電(dian)(dian)子(zi)檔案在網上(shang)辦理過程(cheng)中的歸(gui)集共享,推動實現政府部門核(he)發的材料(liao)一律免(mian)(mian)于提(ti)(ti)交,能夠提(ti)(ti)供電(dian)(dian)子(zi)證照的一律免(mian)(mian)于提(ti)(ti)交實體證照。

  (十)推進智能輔助審查(cha)(cha)。推進工程(cheng)建設(she)圖紙設(she)計、施(shi)工、變更、驗(yan)收、檔案移交(jiao)全過程(cheng)數字化管理,實現工程(cheng)建設(she)項(xiang)目全程(cheng)“一張圖”管理和協同應用(yong)。鼓勵有(you)條件的(de)地區在設(she)計方案審查(cha)(cha)、施(shi)工圖設(she)計文件審查(cha)(cha)、竣工驗(yan)收、檔案移交(jiao)環(huan)節采用(yong)建筑信息(xi)模型(BIM)成果提交(jiao)和智能輔助審批,加強BIM在建筑全生命周期管理的(de)應用(yong)。

  四、加強事(shi)中事(shi)后監(jian)管

  (十一(yi))推進(jin)審(shen)管(guan)聯(lian)動。健全審(shen)管(guan)銜接(jie)機制(zhi),對于實(shi)行(xing)(xing)相對集(ji)中(zhong)行(xing)(xing)政許可權改革(ge)的(de)(de)地區,各(ge)地應逐事項明(ming)確審(shen)批(pi)、監(jian)管(guan)的(de)(de)職(zhi)責(ze)和(he)(he)邊界,加(jia)強協同配(pei)合,加(jia)快(kuai)推動審(shen)批(pi)和(he)(he)監(jian)管(guan)信息實(shi)時共享。要明(ming)確容缺受理和(he)(he)告(gao)知承諾制(zhi)審(shen)批(pi)事項的(de)(de)工作規程和(he)(he)監(jian)管(guan)規則,在(zai)規定(ding)時間內(nei)對補(bu)正材(cai)料情況(kuang)和(he)(he)履行(xing)(xing)告(gao)知承諾情況(kuang)進(jin)行(xing)(xing)檢查,發(fa)現不(bu)實(shi)承諾、違反承諾、弄虛(xu)作假(jia)的(de)(de),要依(yi)法(fa)責(ze)令限期整改或(huo)撤銷行(xing)(xing)政審(shen)批(pi)決(jue)定(ding),并追(zhui)究申請人相應責(ze)任(ren)。

  (十二)創新監(jian)(jian)管(guan)方式(shi)。完善基于工(gong)程(cheng)風險(xian)的分類監(jian)(jian)管(guan)機(ji)制(zhi),根據(ju)工(gong)程(cheng)類型、規(gui)模(mo)大小、技(ji)術復雜程(cheng)度、人(ren)員密集(ji)程(cheng)度、參建(jian)(jian)單位等(deng)因素確定(ding)工(gong)程(cheng)風險(xian)等(deng)級,按照(zhao)風險(xian)等(deng)級合理(li)確定(ding)重點檢查(cha)和(he)隨(sui)機(ji)抽查(cha)比例和(he)頻次。加(jia)強信(xin)(xin)用(yong)(yong)監(jian)(jian)管(guan),強化工(gong)程(cheng)建(jian)(jian)設項目(mu)相關市場(chang)主體信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)(xi)歸集(ji),拓展多元(yuan)化信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)(xi)查(cha)詢渠(qu)道,實現信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)(xi)在審(shen)批(pi)過程(cheng)中的自動核查(cha)與反饋。大力推進“互(hu)聯(lian)網+監(jian)(jian)管(guan)”,加(jia)快(kuai)建(jian)(jian)立(li)單體房(fang)(fang)屋建(jian)(jian)筑編碼(ma)賦(fu)碼(ma)用(yong)(yong)碼(ma)機(ji)制(zhi),推動工(gong)程(cheng)審(shen)批(pi)系(xi)統與建(jian)(jian)筑市場(chang)公(gong)共(gong)服務平(ping)臺、質量安全(quan)(quan)監(jian)(jian)管(guan)平(ping)臺、智慧(hui)工(gong)地、房(fang)(fang)屋安全(quan)(quan)管(guan)理(li)等(deng)系(xi)統互(hu)聯(lian)互(hu)通(tong)、協(xie)同(tong)應用(yong)(yong),建(jian)(jian)立(li)工(gong)程(cheng)建(jian)(jian)設項目(mu)設計(ji)、施工(gong)、驗(yan)收、運營維護全(quan)(quan)生命周期(qi)數(shu)字化監(jian)(jian)管(guan)機(ji)制(zhi)。加(jia)快(kuai)推進工(gong)程(cheng)審(shen)批(pi)系(xi)統向建(jian)(jian)設工(gong)程(cheng)企業(ye)資(zi)質審(shen)批(pi)系(xi)統共(gong)享(xiang)工(gong)程(cheng)項目(mu)數(shu)據(ju)信(xin)(xin)息(xi)(xi)。

  五、保障措施

  (十三)加(jia)強(qiang)組(zu)織協調(diao)。各(ge)地(di)要(yao)充(chong)分(fen)認識工(gong)(gong)程(cheng)建設項目(mu)(mu)審批制度改革(ge)(ge)對促進(jin)投資建設、優化營商環境的(de)重要(yao)意義,加(jia)強(qiang)組(zu)織領導,充(chong)實工(gong)(gong)作力(li)量,持續推動(dong)改革(ge)(ge)不斷深化。各(ge)級(ji)工(gong)(gong)程(cheng)建設項目(mu)(mu)審批制度改革(ge)(ge)牽頭部門要(yao)主動(dong)作為,加(jia)強(qiang)與相關部門的(de)協同配合(he),完(wan)善(shan)工(gong)(gong)作機制,健(jian)全配套制度,及時(shi)協調(diao)解決(jue)改革(ge)(ge)工(gong)(gong)作推進(jin)過程(cheng)中的(de)矛盾問(wen)題,形成改革(ge)(ge)合(he)力(li)。鼓(gu)勵各(ge)地(di)開展工(gong)(gong)程(cheng)建設項目(mu)(mu)標準化審批試點,我部將及時(shi)總結推廣(guang)各(ge)地(di)形成的(de)典型(xing)經驗(yan)和創(chuang)新(xin)做法(fa)。

  (十(shi)四)加(jia)強宣傳推(tui)廣(guang)和監督(du)評估。各地要加(jia)強改(gai)革(ge)政策(ce)(ce)宣傳,通(tong)過多(duo)種形式向社會及(ji)時(shi)(shi)提供通(tong)俗易懂(dong)的政策(ce)(ce)解讀,使企業和群(qun)眾及(ji)時(shi)(shi)了解改(gai)革(ge)政策(ce)(ce)。嚴(yan)格落實政務(wu)服(fu)務(wu)“好差評”制(zhi)度(du),方便企業和群(qun)眾及(ji)時(shi)(shi)對審批(pi)服(fu)務(wu)作出評價。加(jia)強國家(jia)工程審批(pi)系統“工程建(jian)設(she)項(xiang)目(mu)審批(pi)制(zhi)度(du)改(gai)革(ge)建(jian)議和投(tou)訴”小(xiao)程序推(tui)廣(guang)應(ying)用,完善工程建(jian)設(she)項(xiang)目(mu)審批(pi)投(tou)訴舉報處理(li)(li)機(ji)制(zhi),及(ji)時(shi)(shi)處理(li)(li)回復。
